Yes but it doesn't go up too high, only about as high as the back of a sneaker.

Can I insert a heel lift in these?

I would not recommend it as it defeats the purpose. If anything put the heel lift in the shoe first. The cushion cuff should then be put on your foot

Is this heel cups comfortable to wear?

The cups themselves are comfortable - good for at home use but too bulky to wear inside a shoe. I found the straps to be cut at the wrong angle, as if I was securing up the middle of my leg instead of across the front of my foot. I am petite and that may not be the case if your foot or ankle were broader than mine.
