Its an optional check valve used primarily outside the US. You can remove this piece completely and this should help with your flowrate.

Q: If you have an existing fiberglass shower floor, and this be adapted?

I'm sure it can. As a bathroom contractor I've never installed this type of floor drain onto a fiberglass shower base but can see a reason it can't be done.

Q: Does this drain have the ability to ve adjusted to allow for more water flow? My concern is having too much water for it to drain property.

Don't be confused by the small holes in the top plate which holds the tile. The drain is a 2" waste pipe as shown in the first picture. It is so large you may want to consider getting this https://www.amazon.com/gp/product/B00AN8GZ1C/ref=oh_aui_detailpage_o07_s00?ie=UTF8&psc=1 to prevent hair clogs.
