The dimensions say it is 17 inches high, but I am trying to fit a 15.6 laptop in a sleeve in the backpack and it won't fit. Is the 17in a true size?

Yes,my 15.6 Acer chromebook fits in this with several inches to spare.   I took a photo, but i can not add a photo to an answer.  Maybe Perhaps it is your computer measurements are off? because this bag IS a very generous 17inches long, especially in the center top, where it is slightly rounded if pulled to be fully open.
I Love these bags and am back to buy my 3rd one.  My first backpack, several years old, is still in great shape after being used daily as my home health nursing bag, as it is FULLY BUG PROOF. (this wave of endemic bedbugs, and poison resistant lice and fleas,  and spiders and roaches tagging a ride home in the visiting nurses supply bag IS an occupational hazard when you go home to home all day long,------ but NOT with THIS bugproof bag).
 NO open side pockets on this, (hard to find that!) and every piece tightly zips shut, and it is easy to clean with an alcohol swabbie.  And many bugs are less drawn to crawl on slick surfaces than to fabric surfaces.   It looks and IS cleaner. It is probably also reassuring to my clients to see I am not bringing bugs into Their home either.  It is fully 100% bug proof.  I shopped a long time to choose this bag.
It is so Easy to find things I need quickly as i can SEE exactly where my stethyscope or notebook or tablet IS in there.   (any private item i do not want fully visible? i place inside an opaque or cloth bag inside this backpack).
Now i own 2 more of these, for other purposes.  
but yes, it easily easily accomodates a 16 inch computer.  I Just checked.
