Hey there, im not sure, i have only used it for bicycle forks, but it might work...

Can I used this for handlebars as well as steerers?

Yes. It is essentially just a clamp with a cutting guide and will work for anything smaller than a steerer tube.

can this be used with a regular hacksaw blade, or must it be used with one for carbon ie. different width?

Regular blade works perfectly, a specialist blade may work even better, but I am v happy with result and control this device offers
