Would this one work for replacing the stock fan on a TX3 CPU Cooler?

Yes, but make sure the cpu fan plug is a four pin (PWM). This fan will be slimmer in design than a standard 92mm, so it will give you more room, between the rise of your RAM Memory, depending on the architecture of your mother board. Nice Fan, Quiet, high-quality...hands down one of the highest quality German fans in the market Place. (You may have to adjust your retainer clips that come with the CPU Heat Sink Assembly, not hard)

The size of the existing fans do matter in comparison to the 92mm Noctua. The diagram for the Dell XPS 8700 series has either a 92mm or a 80mm rear exhaust fan (this would be easy to measure). The four pin is for the PWM aspect to these fans (Multi-speed). If you have three pin existing fan, then the existing fan is single-speed fan. Recommended to replace with a single speed (three-pin). The Noctua are fantastic fans for long life and quiet.

I want to get a 3/4 pin usb power adapter. it says fan needs a start volt of 5 or below, what's the start voltage of this?

Most 12V fans can run at lower voltages but require a minimum start voltage and it's not specified for the fan you're inquiring about i.e. the NF-A9x14 PWM. The 5V version can only run at 5V and will burn up if run at 12V.
