Is it ok to use this in a marine fish tank?

Yes perfectly fine to use in marine tank although, with it being salt water, I'd suggesting rinsing afterwards in freshwater to avoid the risk of rust contamination.

Can you use it for round/global aquariums.

I’d say no. The scraper works best on flat surfaces. For a globe tank try a scraper with a sponge head.
