Q: what is the handle made of?

I would call it like a hard rubber like material. There was a plug in each end but I have lost both of them now. Mainly because iit falls over from where I set it down and they pop out. The handle has kept its shape except for those plugs which don’t seem to affect it’s use. My main complaint was a clinking noise as I walked with it. My husband tightened it up and that is better now. I have had it several months.

Q: Can this cane be adjusted to fit a 4'8" h. woman?

I am 5'2" and there are holes to take it down still but I think they are only about 1/2 inch per drop, so I'm thinking it won't get lower than for a 5' woman - If weight is not a factor, I'd look into children's canes if I were you

Q: Can the handle be replaced with a different style?

I don't think so, but why would you want to, that is the draw of this cane. If you want a different handle, I would get a different cane -- there are many to choose from.
