YOU CAN USE IT ON BOTH WOOD AND STEEL. I'VE NEVER PARTED TITANIUM, BUT THIS IS A HARDENED STEEL TOOL, SO I WOULD USE CARBIDE OR DIAMOND TO PART TITANIUM.

Do these require grounding/sharpening before use?

NOT PARTICULARLY BUT IT DOESN'T HURT IT. AFTER A FEW CUTS IT WILL NEED SHARPENING ANYWAY. IT IS ALSO A GOOD IDEA TO PART AS CLOSE TO THE CHUCK JAWS A POSSIBLE WITH OUT HITTING THE JAWS. IF A PART IS MADE TOO FAR OUT FROM THE CHUCK JAW, IT STRAINS THE TOOL AND WILL BREAK IT

Why dont you put the size on laathe turning tools ?

The cut-off tool shown is about 1/16". They do make larger ones, but they'll require a different tool holder and alignment, which is a pain. The larger ones don't work any better and result in more waste material. These smaller ones work fine if aligned properly with the work piece.
