In my experience, I have found there are times when certain products can only be shipped by the seller, because Amazon does not have the item in stock. This could be one of those situations being that Amazon fulfills shipment of the most of the Finally Hair products.

I have no idea about the products safety. You can't trust what any government tells you and you can't trust the FDA. It doesn't make it safe just because the FDA says it is. It comes from China so I doubt like crazy that it's safe. It helps hide baldness, so if that is important enough to you, then use it if you want too. I doubt it is safe but I use it.
