Q: HOw exactly does the TV attach to the stand?

Standard TV mount bracket. Mounted to the stand instead of the wall.

Q: What is the inside measure of the distance between the 2 trolley legs? I need at least 23 inches between the legs so I can fit it around a cabinet.

The inner end right below the tv is 16 ¾”. The outer end is 23 ½”. If you are hoping to fit something under the tv, you might be able to barely get it in between the wheels on the outer end. Or get a rack that has a bottom that has the same measurements. This doesn’t.
