2x should fit you well. I wear a 16-18 and a 3x fits me nicely. They’re stretchy, so they give a little, but thick enough to hang nicely. Not see through either. Hope this helps

I recommend a medium if you're not hippy. I ordered an X-large and wear a size 12 but my hips are 44 inches while my waist is 33. They were a little room in the waist but a bit snug on my hips.
