Q: Is this good to jack up a car from underneath of an engine?

It would probably damage the engine if the car was jacked - up by most jacks. It is ideal to jack-up the body to get access to the underneath of an engine.

Q: How do you fix the handle on?

I don't think you can fix the last 1/3 section to the rest of the handle, beyond giving it the quarter turn to hold in roughly in place. You might have already worked out that you do need to be able to unscrew this last 1/3 section of the handle to release the gas pressure screw to the left hand side of the main handle to let the jack down. Its actually quite easy to operate, once you know how, but the instructions are terrible. I almost sent it back before realizing how to operate it.
