Q: if it is 8" tall, what is the clearance?

The boxes sit the full 8" off the floor. The total gap between the floor and the bottom of the cross bars is the required 6" for health reqs.

Q: Does the 24-inch x 14-inch x 8-inch dunnage have 3 or 4 support bars going across? i ask because i specifically need smaller gaps between, front2back.

3 bars, supports 15 25lbs. Cases. I use these in freezers. I am very pleased with these dunnage racks.
