It does work as both a light and lamp shade
Other reviews say it only works as a lampshade. This is not true. They all just have to turn the hinges round, like any other shade you buy. It flips. It looks nice and is quite small so is suited to a small room rather than a big room. It looks black in my pic but it's a very nice navy.

Can't use for ceilings, lamp shade only
I bought this for my bedroom ceiling light but it is way too small. Bulb hangs out bottom. Only big enough for lamps. If buying for a lamp, decent quality, but for ceiling too small.

I returned the lamp shades as I wanted to use for ceiling light & felt it wasn't quite long enough, it is definitely more of a shade for a lamp. However I would also say for the amount being charged, the quality was not that good
