Can it hold a 9 foot and 11 foot kayak or do they have to be the same size?

Will this rack hold up to winds in a storm?

Is there a way to get an extra set of the 28" Upper post to extend the height so we can properly fit our 2 Kayaks???? Rack, as it is, is too short
