Q: where is this scarf made?

Don’t know, I returned it. Does NOT have the Picasso signature and later read reviews that stated the same.

Q: What is the fabric? It says "polyester, wool," but elsewhere it says machine washable and describes the "strips" of fabric that don't sound like wool.

Hi! This scarf is definitely not wool. Doesn't have an ounce of wool in it. I'm not sure what the fabric is because I gave mine away within a day of it's arrival. It's more of a silky chiffon feel, which I hate because they slide all over and don't stay put. If you like the silky chiffon material then I think you will like the scarf because the colors are gorgeous. Also, you didn't ask, but thought you might want to know that it's also very short. I hope my answer helped somewhat.
