I'd go XL. I'm a 14 and the large is tight on me.

I am normally a size 12.I ordered a size 10 based on past reviews. It is a close fit but not tight I would have preferred a size 12 as don’t like a close fit.

Q: Is the fabric water resistant?

I have only tried it in light rain and it was effective. I don't know how it would hold up in a deluge :).

Q: Warm enough for winter run?

Definitely is warm. If is around 5°C one base layer is enough under it. If is around 0°C just put 2 thin base layers.
