It is made from a plastic material. I guess if you use the right paint you could paint it. Question is why? It looks like grey stone right now and really pretty natural this way.

it is not breakable, it is solid

Q: Is there a hollowed out section at the bottom to put a dog collar or small toy

There is no hole or something, but the purchase will be always good, my beloved dog live with me 16 years and pass away early january and the small grave that I make for her with this statue help me alot, somethings the rain splash some dirt over the figure, but it can be washed very easy.

Q: I live in a nordic area, so does it handle cold and snow well?

We live in Brisbane/Queensland/Australia and our temperatures vary from 4 C (winter) to 35 C in Summer the statue handles this temp. very well. I think it will be ok in you area. The only thing it does not handle is a sudden impact on the wings ie Grapefruit. This is all we can tell you. Kind regards, Christel
