Q: Are these the same capris that are 2 for $13.00 on Walmart.com? I don't understand why the price is doubed and receiving one item less....

The leggings that are sold at Walmart for 2 for $13.00 are actually Danskin NOW leggings, not Danksin. The Danskin NOW leggings are not made with the same high quality fabric that these Danskin leggings are made from. So although they seem similar, the Walmart two pack is a lower quality that are manufactured specifically for Walmart. These leggings sold here are higher quality, will last longer, and have a more structured silhouette. Hence why they are more expensive.

No - just about two inches of elastic
