Q: is there only one per pack

yes only one per pack. but it is really fun & bright-- we've had a great time with these discs!

Q: Is this made of a hard plastic or is it flexible like the dogobie? My border collie needs a nighttime frisbee and this would be great if its flexible!

It is not a very hard plastic, but it is not flexible enough to bend to like roll it up or fold it. The edges are softer but the disc part is a firm plastic. I saw a dog show at Dollywood and they used this frisbee for their dogs to catch. I don't know if that helps, but good luck.
