Q: Does it have mounting hardware for the flag?

no...not really..best to buy everything else. Make sure that hardware to slide over pole has large enough diameter..at least 1.25inches.

Q: Is it good for rotc guidon drill?

Yes. This can be used ROTC Guidon Drills. Please keep in mind this is pole comes in 2 sections. Thank you.

No work needs to be done. The pole does not get "screwed in", it is just placed in the floor stand. Thank you.

Q: Does the pole come with a flagpole ornament or is the top just flat?

There is no ornament with this flagpole. However, it is a well made pole. I made a top piece out of some odd plastic and wood parts and spray painted it gold. Ended up looking good. I think you can buy a ready made top piece for it though.
