Q: What are the leaves made of? Plastic, paper, fabric? does the "stem" have a wire center?

They are fabric. No wire stem. Very well made!

Q: Would this work to create a vine backdrop? I want to string row after row and just let them hang like vines for my daughter's woodland fairy party.

I purchased these for a tree fairy costume. It hangs very nicely, pretty straight but with just a slight curve from being in a ball. It is very soft, nothing sharp or scratchy and plastic. I think it would work very well for a vine back drop. Two things to note, the vine can be torn if you pull on it with a bit of pressure, also mine was not one long string, there were long pieces all wrapped into the ball which is really no problem if you are cutting different lengths anyway.

Q: Is this durable enough to use as balloon strings?

Yes it is! It is a ribbon. I used this to suspend Paper Lanterns from barn beams for my nieces wedding.

Q: Can this be used as outdoor decor

This is made of cloth, so long-term outdoor use will probably not be great. However, in order to test if this would handle outdoors at all, I cut a piece and put it in a cup up of water to see if the color would bleed or if it would fall apart. Surprisingly, it did not bleed or fall apart. I was pretty impressed. I am sure that if left in the sun, it will fade. So, to answer your question, I think it would still look fine outdoor for a short time even after a shower. I hope that helps! P.S. I used this on a lord of the rings forest mobile as well as a couple of other craft items and I have gotten so many compliments. It really looks great! Nice product!
