Q: Would this work on touch ups for a faded outdoor rug?

I used this fabric marker on my navy blue cloth Michael Kors flat shoes. It worked greAt. These shoes have been exposed to rain & got soaked recently & the blue color is holding a year later!

Q: Does this have to be washed to set? I need something for a bleach spot on a navy couch. Would spot cleaning work, if so?

You may want to contact the makers of the couch for advice first. Barring that I would try it on an inconspicuous part of the couch to see what it will do. I got bleach spots on my scrubs which had been washed many times. It came in lighter than my scrubs, but still made the spot a little less noticeable.

Q: Will this cover worn or frayed areas in medium-blue (stonewashed) jeans fabric, and is it permanent?

Yes, it is permanent. It is a very dark navy blue. I would not recommend using it on stonewashed jeans.
