Q: Does this product work for hand embroidery?

It could, but it's not very pliable and be sure you have the right size and shape because you can't cut away any excess as it is fusible.

Q: Is this iron-on or do i layer it with the fabric when i put it in the hoop? I will be using this for hand embroidery, not with a machine.

This is fairly stiff. It is iron on and any excess can't be cut away so be sure you have the size and shape you need before ironing it on.
