The plastic does follow the rim.
I would have given it a five star but the hole (with the set screws) was out of round by .030". I had to take a die grinder and grind it to fit.

DO NOT BUY!!! Seller should be ashamed of their selves
Used this on TWO tires and this is what happened. Plastic protector very cheap and almost came apart first attempt. Also, it seems to be plated and the plating is coming off immediately. I can not use this again
