You have to fully depress it before it will come back up.
It doesn't usually extend back out unless fully depressed and than released, it was a cheap dropper though, I'd say go up to the next level dropper, maybe a Tans X or something a little better.

Looks good but not a good buy
For what ever reason the seat post goes down if you press the leverand you aply a weight on the seat like it suppose to. BUT IT DOESN'T COME UP !I lubrificate the seat post shaft that helped a bit but after few minutes it jam again. Read other post it seem it is recurent. Thankyou

Clunky
When the item arrived the zip ties were already cut, so looked like a return and not brand new. After installing the seat post it would not pop up and I had to nudge it upwards. Then it wouldn't go right up to it's full extension. When I undone the top collar went up and down. When I tightened the collar to spec it still wouldn't pop up. If I loosened the it worked for a bit and then got stuck again.

Cheap product. Doesn’t go up without lifting.
Ok for initial installation it wouldn’t work reliably despite having a professional bike mechanic install.
