Hi, The silicone bottle cover is made of plastic.

Q: How do you keep liquid inside popsicle teether if silicone has holes and it doesnt have a cover?

The popsicle teether is actually a fruit feeder. It is to hold frozen fruit not liquid. t's to get baby to chew the fruit without choking on it. I have never used liquid inside because of the holes. Also it does have a cover for the fruit feeder. This was the one item I did use the most. I used it with bananas, strawberries, and other berries when my little one did not have teeth.
