Q: Can this work with a modern car with the OBD2 system ?

Yes these modules can be used on any vehicle that has OBD2 system in place

Q: What do the two lights mean? mine has a red flashing over blue light?

This is all correct. One is showing that power is coming, second one is indicating that current is passing. Both lights should be on. One solid and one blinking

Q: Is there a 24 volt system ?

It is powered by 12v not 24v. We do not carry 24v. Standard batteries are 12v
