178 pounds usally wore a 12/13 but do not see a size 12 on this just a size 11 or a 13 pants size in US what size should I buy?

size 9 on the chart pretty much corresponds with my exact measurements should I go size 7 to get an enhanced (lifted) look?

im 5 ft, 128 lbs with a mommy tummy but narrow in the butt and hips with muscular legs. Would a size 3 in the pants be too big for my tummy?
