No, the casted resin will be stuck to it. Id recommend a silicone brain mold for resin.

Q: How much jello do you nee?

I googled Jell-O brain and found several recipes.

Q: can you wash in dish washer?

I would hand wash only as the heat in the dish washer might soften and deform your brain.

Q: How many jello packs are needed to fill the mold?

use one large 6oz jello pack, not the small 3oz.. The large takes 4 cups of water all together (2cups Hot water and 2 cups cold water), which is just enough.
