Technically no. This is all about liability and marketing. Consider needle exchanges use exclusively non injectable saline.
Hospitals in shortages use irrigation saline for injection use.
If it’s .9% sodium chloride and it’s genuinely sterile then you’ll be fine.
I’ve used such saline on myself as well as my animals with perfect efficacy (as one would suspect) when injected.
This is about insurance liability. There just no good reason sterile .9% sodium chloride would be different from that labeled specifically for injection use. But now they can charge more for one word.
Use logic and reason to avoid marketing BS.

Can you use this in a nebulizer?

I can not answer as a medical professional, but as a consumer I have used this for several years in nebulizing, gargles, and in my neti pot with no issues.  I do try not to contaminate the bottle , the cap or the contents.

I sanitized my injection site after tying off then set a 20 guage IV start however I wish it a male lure lock end to cap to prevent blood loss after removing the needle from the port but other than that I hung a 1200 mL  fillable IV bag above my bed prior and immediately filled it after opening the solution and purged all the air out of my drip system/line so once I got my line connected I was able to administer 2000 mL of the solution last night I left the drip wide open for the first 1000ml bottle due to dehydration then upon refilling with my next bottle I slowed it down to 30 trips per minute. Today I woke up feeling great, but I will say Id discard the bag, drip/ line and everything, I’d  remove clean and bandage injections site asap. I do not believe it would be safe if it’s set up is not used immediately upon opening or after use. But if you try to be as thorough as possible you can use this to administer your own IV drip at home I had no problems at all  and I got everything to do it on here. Tips would be welcome that was my fat self IV fluid administration and I enjoy the benefits.
