Q: Do you fill these with helium or just by mouth?

Fill 3 with helium and the rest I recommend using an electric air pump for balloons (so fast) but you can do it by mouth if you have helpers.

Q: Does it come with directions ?

It does not come with directions but YouTube can help you out. Just look for “balloon arch” or similar. It’s includes a long strip of sturdy clear plastic with small holes to slide the balloons into. It’s not hard, but does take time to blow up all the balloons and get them arranged. Good luck!
