It is paint!
I've had a chance to try it out on some plexiglass and it dried without flaking. Its tempera paint, so it doesn't cover as nicely as other paints, but it'll work great on cardboard in a classroom.

Paint may be thick like pudding
Some of the paint was thick like pudding other was like paint should be.
