Q: Can this be cut to size? I only need it to be 48 inches long but can't find anything that size.

Cuts with scissors. You might not get the precision square edge they have. Mine was just the 1/2" thick version. If you get the 2-3" thick foam, you would need HD scissors or cut it like carpet on a board with a razor edge or knife.

Never tried to use this a shoe foam.

Open cell. Looks like polyurethane, walks like polyurethane, talks like a polyurethane, but you never know. A good dealer would answer these questions. You might buy elsewhere.
