Q: will the engine start with a bad selenoid?

There are many reasons an engine will not start, but yes when that item goes bad it can prevent the engine from starting. Generally, there is a spliced power cable from the battery to that contactor if the contactor is bad it will prevent start... I had a similar issue I replaced the contactor and it started right up.
