Q: Does it contain Gel ?

Not a blob of gel, but just a little bit. They are not reusable, but do conduct.

Q: I bought this often in the past, starting 2019, the gel at the electrode center no longer sticky, why is that?

They have gel when you open the package use it immediately.

Q: Anyone know the dimensions of the pad?

It is about an inch on each side
