Q: Does it come with an user manual?

Yes, it can instruct me on how to easily punch holes in my belt and install some extra grommet eyelet in a corset style wedding dress. it works great, I like it very much.

Q: Can it punch holes on cardstock?

It will punch into but not thru the cardstock since there is a solid back where the punch goes. You could turn the stock over and go in from the opposite side, but the hole would not be very clean. Recommend getting a heavy-duty paper hole punch.

Q: Can you use the mandrel to press any size grommet eyelets or just the 5/32 size that came with the kit?

Maybe I don't understand your question, but the punch rotates to punch different size holes. There is only one size eyelet that comes with the kit in 3 colors, black, silver, and gold. Installation of the eyelet is a separate procedure and tool from the actual hole punch. This tool appears to work with only one size eyelet in order to hold in tightly in place. I assume different size eyelets and holders can be purchased to accommodate larger or smaller punched holes.

Q: Can you use it on converse canvas shoe to put a hole and gromet?

It should work. I use it to punch extra holes in a leather work belt. The good news is I'm losing weight, or am stretching the belt out. :) However, make sure the largest hole punch size will be the same as needed for a sneaker lace. Laces are bigger than belt buckle prongs.
