Yes you can link multiple receivers to one transmitter to make more than one speaker wireless. I would use separate transmitters and receivers if you're using mics so that you can control the volume individually.

Q: can I plug a lapel Mic into this and use it with the phantom power?

Ummm... Yes, *IF* the lapel mic has an XLR-3M connector and phantom power adapter. Otherwise, no.
