Fairly restrictive
Fan would need to be much stronger to have good air flow through these filters. Otherwise good filters. Just not a good match for a small fan the filters are meant for unless you don't need the cfm the fan is rated for.

I used it with noctua a6x25 fan and even without the mesh and the additional cover it reduced airflow significantly

Massive flow restriction
As soon as you put the filter over the fan intake, you can hear the fan slow down and the airflow drops to where you can barely feel it anymore. These may not pass dust, but they don't pass air, either.
