My friend has just started playing bowls, it’s part of the equipment needed.

Even the cost of the cheaper bowlers' tape/string measures is overpriced. I've never met anyone who thinks they're good value. Even with more expensive measures the quality is hit-and-miss as to whether you get one that lasts more than a season or two. I know one guy whose Drake's Pride measure packed up after a couple of weeks. Having lent mine to a bowler on the rink next to us, after measuring, he let the string shoot back into the casing at speed. Aargh. He seemed a bit put out when I refused to let him borrow it again!

It's a nice well made product that works as intended.
