Q: There doesn't seem to be specific instructions on how to charge the car. Does the included EV charger need to be charged seperately?

I have the same problem. I have charged the battery connecting the EV charger to the car on one end and plugging it to the wall at the other, but the car simply does not move at all. I will be returning the car.

Q: is it to play outside?

You can use it outside but it doesn't move well in grass so I would use it on a hard surface. I use it inside and it moves well on vinyl and carpet.
