Q: Can heated pad be outside on fully covered and screened in porch?

I don’t have the packaging anymore to tell you what the manufacturer says but I can’t imagine why that wouldn’t be ok if the area is protected from rain. Q: Is the backing an anti skid?

It is not anti-skid but it stays in place pretty good with the weight of a cat or small dog. It puts out a good amount of heat and my cats love it.

Q: Was wondering if the "unheated" pad was zippered to be used like a replacement cover for "heated" version or if it's just a cushion?

Just a cushion - but cat loves it (at window for her to lay on while looking out)

Q: What size is the k&h low watt heating pad that comes with this bed? I am hoping it’s a large! My feral is a big boy! Thanks

The pad itself is 20” x 15” but the heated insert is smaller. I used mine for an elderly feral that I took in and even though the room he was in was chilly, he seemed very comfortable. If you plan to use it in a feral shelter, it should work well.
