Q: is it actually 60 inches or a little less? I have a 59" wide balcony.

Mine is actually 59 x 96. The one you receive may be different.

Q: If I take it to the beach will it collect sand or let it fall through?

I have mine under my gazebo. I don’t think the sand would fall through but it’s very light and you could shake it off easily.
