Thinking on ordering two for saddle bags, can they be ordered in pairs for matching keys or are the keys universal to all the locks?

(1/8”) Can this be mounted with a little offset between the top and bottom parts. The motorcycle trunk closes with an overlap.

Can these latches be put in a latched but unlocked condition, with key removed?
