Q: Do they fit fat feet ?

I would say no bc I have narrow feet and they were too tight

Q: should I go up to a size 9 or 10, I wear a size 8 in uggs planing on getting the Ugg socks

I wear a 10 shoe normally and I ordered a 10 in the rain boot! I would get your normal size I wear mine with sock and have no issues of them being too tight. If you plan on getting thicker socks perhaps a 9 but I think the 10 would be too big!!!

Q: Do these go over other shoes/boots or to be worn alone?

They are meant to be worn as boots, so just socks. ^_^
