28ft x 17ft =476 sq ft = 44.222 sq m. At 15 sq m per roll -3 rolls will be required. WITH ONLY 0.778 SQ M WASTAGE THEN GREAT CARE WILL BE REQUIRED BY WHOEVER CUTS AND LAYS THE UNDERLAY. Assuming gripper rods are used around the perimeter of the room then this will slightly reduce the actual floor area requiring underlay by about 0.7 sq m

I would order 8 rolls, because there were parts of the rolls not the same thickness and depending on the thickness of your carpet it could leave your carpet showing indentations caused by reduced thickness.

Hi (in-rhythm) my son has recently purchased a house which is ten years old. I believe the lounge carpet is about 4 years old and the original fitted Dreamwalk is still fine. I have always found even the top quality tredaire (rubberised type) has gone flat lost its spongy feel particularly on heavy wear areas such as halls. The Dreamwalk is a much better bet all round wouldn't hesitate to recommend it is a very dense type sponge (not rubber that perishes). Hope this helps!
