This isn’t a voltage regulator, that costs a lot more.

Q: Hey, could i technically use this to change a 24v to 12v? Because I`m switching out the stock fan for a 3d printer to make it quieter.

According to its specification it is capable of stepping down the voltage from 24v to 12v There is adjustment available so it could be monitored with a separate multimeter as you set it up.
