No, no waterproof but it would be just fine in the rain just like ant other coat 🙂

Q: Why does mine have hooks for closure when it is advertised as open front. Not happy about the hooks

Send it back they are sending out weird styles in different colors. I only kept two out of 5. Three of them were garbage material. One had hooks as well I sent it back. Two were just like the photo !

Q: Is it scratchy in your neck like wool?

No it isn’t itchy like wool! It’s very comfortable!
