What do I need to purchase in addition to the powder to do my own manicures at home?

Dumb question, but just trying to find what I need. Is the dd001 (baby powder) a clear powder or white like babypowder? Really need a clear powder.

Do I need to purchase liquid with the dip powder? Or what do I use to stick it on?
