How long is the actual pouch?

Just don't buy it. The asp can extend while in the pouch and it's not sturdy.

How big around is the hole in the bottom?

Not very big, definitely small enough to be like a drainage hole for a baton. I cut the stitching on it to open it up so my Olight Javelot flashlight fits

could this be attached to a bike frame?

The only way I see it connecting to a bike frame would be with zip ties. It wouldn't be the prettiest but it would work.

Will the peacekeeper rcb baton fit?

Not sure, don't know the specs on your baton. It does fit my 24 inch Manadnock baton if that helps.
